Position Title: CERTIFICATION MANAGER

Reports to: Director of Certification Program Development
Job Type: Full-time
Location: Fairfax, VA

The National Commission for the Certification of Crane Operators (NCCCO) is a non-profit organization developing written and performance-based certification programs for personnel working in construction and related industries. As the certification leader in its field, NCCCO’s scope of national personnel certification programs has expanded and we have an immediate opening for a Certification Manager.  

The successful candidate for this position will be a part of the certification team that both maintains existing and builds new, premium-quality, high-stakes certification examination programs, supporting compliance with ANSI/ISO/IEC 17024 accreditation. This position’s primary responsibility is leading the certification program management team to maintain numerous existing certification programs.

Key Responsibilities

  • Lead the certification program management team to ensure all 12 CCO certification programs and the 50+ associated written and performance-based exams are maintained according to the ANSI/ISO/IEC 17024 standards and certification industry best practices.
  • Manage NCCCO’s Management System Manual and other related documents, ensuring they are aligned with the ANSI/ISO/IEC 17024 Standard, updated on a regular basis, and that all aspects of the Manual are being implemented throughout the NCCCO organization.
  • Work with the certification team in preparing and filing ANSI application submissions and responding to inquiries from ANSI and its assessors.
  • Facilitate meetings, monitor progress, and prepare meeting agendas, reports, and minutes in accordance with NCCCO’s house style as needed.
  • Facilitate item writing, review, and approval sessions (in-person and virtual) and develop new certification examinations and maintain existing examinations with subject-matter experts (SMEs) and NCCCO’s Item Bank Coordinator.
  • Monitor the progress of all ongoing Committee work and action items, ensuring that NCCCO’s standards and content outlines/exam specifications have been met.
  • Maintain appropriate and accurate records of all maintenance activities.
  • Ensure that statistical analysis reports are prepared for Committee meetings and work with the Director of Certification Program Development to analyze performance of items and tests.
  • Oversee the test publication calendar, ensuring that paper/pencil exams and computer-based (CBT) exams are refreshed regularly and published successfully in a timely manner.
  • Maintain security of confidential test, candidate, and vendor information.
  • Perform other job-related duties as assigned.

Essential Skills and Competencies

  • Strong organizational skills to work effectively in a team setting and independently on concurrent processes and projects to meet established goals, deadlines, and quality standards.
  • Excellent ability to write, analyze, and edit technical test questions and other materials for clarity.
  • Strong spelling, grammar, and proofreading skills, with excellent attention to detail.
  • Excellent oral and written communication skills, including ability to review/edit collateral program materials for print and web, and the ability to make effective presentations to stakeholder groups.
  • Strong interpersonal skills to work effectively with staff, volunteers, and stakeholders to accomplish NCCCO’s goals and objectives.
  • Solid computer software skills, including database, Internet, email, and word processing.
  • Experience in working with committees and SME volunteers.
  • Ability to maintain positive attitude under stress.
  • Fluency in English (proficiency in Spanish an advantage).
  • Willingness and ability to travel (approximately 25%).

Education and Experience

  • Minimum five (5) years of full time work experience in a similar role with a certification organization, with a record of successfully collaborating in a team environment and working with subject matter experts.
  • Bachelor’s degree required. Master’s strongly preferred.
  • Experience in nonprofit or association environment.
